Create a canvas 1000 x 1000. We can always crop and resize later.

NOTE: All layers have the same glow setting, so yours your glow setting in the same way.

Open cap_allamerican_star5, resize by 45% and add to the canvas; center align.

Open cap_allamerican_paper14, resize  by 25% and add into the frame layer.

Open cap_allamerican_paper5, resize by 25% and add over the star frame. Remove excess ONLY around the star (not inside). Copy this layer, paste into a new image, resize to 1100 widths and add above the white background; center align

Open cap_allamerican_paper11, resize by 25% and add over the star frame. Remove excess ONLY around the star (not inside). Copy this layer, paste into a new image, resize to 1150 widths and add above the paper 5; center align.

Open cap_allamerican_inkedspot2, resize by 25% and add above the white background. Add a noise later to make it pop.

Open cap_allamerican_rocket2, resize by 45% and add below the tube on both sides of the frame.

Open cap_allamerican_ribbon1, rotate, resize by 25% and add above all layers.

Open cap_allamerican_firework1, resize by 25% and then add two near or below the fireworks layers. Add your glow, a noise and then your drop shadow.

Add cap_allamerican_startrail into the design: one above all layers and one below the tube layer; add noise.

Crop as close as you can to the design, without cutting off your mask layer.  Resize, if needed, before adding your name and copyright information. Upload to enjoy.
