PSD plugin for PDN (here)
Alpha Mask plugin (here)
 Let's Begin!
Open a new canvas 1000 x 1000. I like room to move. Name your tag now and save in PSD.
Open Stapled Frame. Go to Image > Resize > 40% > Image > Rotate > 90 Degrees > Edit > Select All > Edit > Copy.
Go to your canvas now and do the following: Edit > Paste As A  New Layer. Center it in the middle of your canvas. Click on white background in layers box and go to Layers > Flip Horizontal.
Open paper 2. Image > Resize > By Absolute Value > 700 x 700 > Edit > Select All > Edit > Copy.
Go to your canvas now, highlighting white background in your layers box, and do the following: Edit > Paste As A  New Layer. Center it neatly under your frame and, using your eraser, carefully remove all hanging paper. Highlight white background and Layers > Flip Horizontal. Save.
Open your tube. Image > Resize > 60% > delete all layers but the cake layer. Crop cake layer to your liking but do not resize. Edit > Select All > Edit > Copy.
Go back to original canvas, highlight the paper layer in your layers box. Edit > Paste As A  New Layer. Center to your liking under your frame and use your eraser to clear any excess cake from around frame. Save.
Open your tube again. Image > Resize > 60% > Edit > Select All > Edit > Copy. (Do not delete any layers)
Go back to original canvas, highlight top layer in your layers box. Edit > Paste As A  New Layer. Center to your liking above your frame. Save.
Open Word Art. Image > Resize by 40% > Adjustments > Invert Colours > Edit > Select All > Edit > Copy.
Go back to original canvas, highlight cake layer in your layers box. Edit > Paste As A  New Layer. Center to your liking above your cake layer. Flip white background. At this point, I drop shadowed my word art to my liking so that I can see it to delete all extra hanging outside the frame. Use your eraser to delete all text hanging out of your frame. Save.
Open up Mini Tag with string. Image > Resize it by 30% > Edit > Select All > Edit > Copy.
Go back to original canvas, highlight frame layer in your layers box. Edit > Paste As A  New Layer. Position it in the middle of your frame under your girl tube. Flip white background. Go to your tag layer again. Go to Layers > Rotate layer > use the following settings: Angle: 20.00 / X Pan: 0.150 / Y Pan: 0.050 > Click OK. This now has your tag rotated. Save.
Open up Mini Flower Spray. Image > Resize by 26% >Edit > Select All > Edit > Copy.
Go back to original canvas, highlight frame layer in your layers box. Edit > Paste As A  New Layer and move into position. Save.
Open Leaves. Image > Resize by 45% > Layers > Flip Horizontal > Edit > Select All > Edit > Copy.
Go back to original canvas, highlight tag layer in your layers box. Edit > Paste As A  New Layer and position leaf stem near the knot of your tag. Save.
Open your choice of bow. I used the green one. Image > Resize by 35% > Edit > Select All > Edit > Copy.
Go back to original canvas, highlight tag layer in your layers box. Edit > Paste As A  New Layer and move close to center. Flip white background. Use the same rotation as you used on the string tag above. Position near loop of tag layer. Save.
Highlight white background in your layers box and Layers > Flip Horizontal. Now, feel free at this time to drop shadow all layers as you wish. Crop your tag to remove most of the excess white background. Save.
Open paper 5. Image > Resize > By Absolute Value > 650 x 650> Effects > Alpha Mask > Click browse > Find your chosen mask > Click okay. Duplicate and merge together. Edit > Select All > Edit > Copy.
Go back to original canvas, highlight white background layer in your layers box. Edit > Paste As A  New Layer and center. Duplicate mask layer again and merge. Duplicate one last time, flip vertical and merge all mask layers down. Position to where you like it on tag. Flip white background. Save.
I normally keep my PSD tag (in case I want to make changes later) and make a PNG tag for normal use. You do not have to. If you chose to, simply remove white background layer (you can unclick or simply delete), go to File > Save As > Select PNG from drop down menu. Click Save > Ok (when box pops up) > Flatten Image.
Resize, tag with a name, add your copyright information and you're done!

If you do my tut, please send along a copy to me, so that I might post your work on my blog! Thank you!
