Download the font and then unzip the folder. Inside should be the font and other related materials, which are optional to the author (such as a banner or copyright information).
Left click the font and this will come up:
Click the install button featured at the top of the window and it will install all on its own.
To check, simply open your program and find the font in your Paint.net.
