Create a canvas 1000 x 1000. We can always crop and resize later.

Add sc_neonrainbow_element38 to the canvas, duplicate, mirror and flip, then merge these two layers together.

Use sc_neonrainbow_paper12 to fill the frame openings.

Add sc_neonrainbow_element21 above all layers and center.

Add sc_neonrainbow_element20 below all layers, position to one side of the upper frame, duplicate, mirror and flip to position again.

Add sc_neonrainbow_element22 before the frame layers, duplicate, mirror and flip to position.

Add sc_neonrainbow_element36 above all layers and position over the flower layer.

Open sc_neonrainbow_element16, resize by 50% and add under element 18 layer.

Open the tube and grab the close up; resize by 50% and add in each frame.

Crop as close as you can to the design (if needed), resize (if needed), before adding your name and copyright; upload to enjoy.
